Sir,
I enclose for Your Excellency's information copy of a report which I have received from the Surveyor General of this colony in reference to Sir Hope Grant's application for permission to erect temporary Barracks upon Napier's Range for the accommodation of 200 additional men during the approaching hot season.
I consider the selection of Napier's Range for this service objectionable for the reasons stated by the Surveyor General.
